SB 7000 and HB 901 seek to change the way in which Florida’s building code is adopted. Current law requires the Florida Building Commission to adopt the International Code Council (ICC) model codes in totality as the base code then engage in the painstakingly flawed process of removing or changing what does not work for Florida. Every other rule or statutory change in Florida tracks proposed changes to the existing law and requires advocates to explain what is broken and how the proposal addresses the problem prior to adopting the amendment. This results in greater transparency and understanding of what is being changed.
